Altroconsumo is an independent consumers’ association set up in Milan in 1973. In 2017 it had more than 377,000 members, making it the most representative consumers’ association in Italy. The association is a member of several international organisations, such as Consumer International (200 associations from 100 countries) and BEUC, the European umbrella organisation of 43 consumers’ associations from 32 European countries. Altroconsumo counts on more than 9,000 quotes among online, radio and TV news, newspapers and magazines articles, and an outreach of 27 million website visits, 33,000 followers on Twitter, and 468,000 Facebook fans.

Role in the project

Altroconsumo will manage all communication and dissemination activities related to the project, ensuring a strong involvement of users and project stakeholders in Italy. Moreover, it will coordinate the dissemination activities of all other consumers organisations involved in the project.

Altroconsumo Edizioni is the editorial company that offers independent information based on over 100 comparative tests per year to the members of Altroconsumo association; scenario surveys; statistical surveys and personalized calculators in seven magazines and supplements; and books (practical and mini-guides). It also publishes content on its own website. Information provided is based on the work of 337 professionals including technicians, engineers, doctors, dieticians, pharmacists, jurists and journalists. Altroconsumo Edizioni has provided more than 396,000 technical product reports and tests more than 3,500 products per year.

Role in the project

Altroconsumo Edizioni will be responsible for the overall MILE21 platform development, and for the integration of MILE21 into the websites of the consumers’ organisations involved in the project. Furthermore, Altroconsumo Edizioni will ensure transferability and replicability of project results at European level.  


The Laboratory of Applied Thermodynamics (LAT) belongs to the Mechanical Engineering Department of the Aristotle University of Thessaloniki (AUTH). It focuses on applied, as well as fundamental, research regarding exhaust emissions of internal combustion engines. LAT provides research and development services in the field of automobile exhaust emissions and after-treatment technology, and is engaged in several EU projects promoting sustainable greener transport. Participation in MILE21-LIFE is the result of several studies exploring the difference between on-road CO2 emissions and official values.

Role in the project

Project coordinator of MILE21, LAT will be responsible for the administrative project management of MILE21, for real-world testing and collection of large-scale data, and for impact-monitoring activities.


DECO Proteste Editores is an editorial company which offers several services to consumers. It does this via their website, newsletters, four different magazines, a contact centre, lobby, and press. Its audience includes the more than 400,000 members of the DECO Association. In 2017 DECO Proteste counts on more than 11,500 quotes among online, radio and TV news, newspapers and magazines articles 11.5 million website visits, 2,850 Twitter followers, 307,900 Facebook fans, 7,650 subscribers and 3.6 million views on YouTube, and 6,400 followers on LinkedIn. It has 3,000 tested products per year, and 218 product experts.

Deco Proteste will support Altroconsumo in disseminating project results in Portugal, and in ensuring the involvement of the final users and relevant stakeholders.


Emisia is a spin-off company of the Aristotle University of Thessaloniki, established in 2008. Emisia specialises in the areas of emission inventorying and modelling, impact assessment studies of transport and environmental policies, and emissions measurements using the PEMS system. Its staff consists of mechanical, electrical and software engineers with a strong scientific background in transport emissions and environmental pollution. Team expertise has been built through several projects funded by public and industrial organisations and studies related to the formulation of environmental policy at EU level.

Role in the project

EMISIA will assist TNO and AUTH in the development of the methodology to calculate real-world emissions of selected vehicles.


ICCT is an independent non-profit organisation founded to provide first-rate, unbiased research, as well as technical and scientific analysis, to environmental regulators. Its mission is to improve the environmental performance and energy efficiency of road, marine, and air transportation, in order to benefit public health and mitigate climate change.

ICCT’s European office is based in Berlin, Germany.

Role in the project

ICCT will collect and aggregate existing vehicle type-approval data on fuel consumption and CO2 emissions, as well as RDE type-approval data on air pollutant emissions. ICCT will also develop a framework for consumer self-reporting on real-world fuel consumption via the MILE21 platform.


OCU EDICIONES is the editorial company of the Organisation of Consumers and Users (OCU), with a reach of more than 247,492 Spanish consumers. OCU Ediciones S.A. publishes magazines such as OCU Compra Maestra, OCU Salud, Dinero y Derechos, and Fincas y Casas. It also communicates with consumers via their website, which allows consumers to ask for information on different products. In 2017 it counted on more than 20,370 quotes among online, radio and TV news, newspapers and magazines articles, visits to the website, 107,410 followers on Twitter, 243.936 fans on Facebook, and 243 product experts.

OCU will support Altroconsumo in disseminating project results in Spain and in ensuring the involvement of the final users and relevant stakeholders.

test achats

Test-Achats is a publishing company providing reliable and unbiased quality information to its members through several communication channels, including monthly magazines, websites, newsletters, and guidebooks. Test-Achats has a reach which includes more than 350,000 members of the Test-Achats Consumer Association, 10 million visits to its website, and 1 million citizens through the newsletter in Belgium in 2017. It has over 300 people working in departments such as product testing, market research, statistical consumer surveys, and consumer legal rights.

Test-Achats will support Altroconsumo in disseminating project results in Belgium and in ensuring the involvement of the final users and relevant stakeholders.


Founded in 1932 and regulated by public law, the Dutch Organisation for Applied Scientific Research (TNO) is an independent research organisation with over 3,200 professionals working on nine social themes: Traffic and Transport; Building, Infrastructure and Maritime; Circular Economy and Environment; Defence, Safety and Security; Energy; Healthy Living; Industry; Information and Communication Technology; and Strategic Analysis and Policy.  

Role in the project

TNO will be mainly responsible for normalising and harmonising vehicle fuel consumption and emissions data, making use of regression analysis-based models M1, M2 and M3. These models will be adjusted and developed further up to the end of the project to ensure the reliability of MILE21 data.
